  Dr. M. A. Sattar, a Civil Servant (CSP) and a great patron of education and social upliftment was born at Shahrasti, a remote village of the erstwhile Chandpur Sub-Division of Comilla district.

Dr. Sattar showed signs of unusual talents since his boyhood and in 1951 he stood first in the Matriculation examination of Dhaka Board of secondary & higher education. He maintained his excellence of performances all throughout his educational career and in 1956 obtained 1st class in Economics from Dhaka University. In 1958 he joined Civil Service of Pakistan and started his career as a civil servant in the country's higher elite cadre. He also studied in Cambridge University and obtained Ph.d. from Tuftorch University, USA. Dr. Sattar reached the top position in the government service and served as secretary to the Govt. in different Ministries.

Dr. Sattar was married to Dr. Ellen Sattar, British born lady educated at Cambridge University (B. A. Hons, M. A) Who was also a gat patron of education. She joined institute of Education and research at Dhaka University as an Associate Professor.

Dr. Sattar and Dr. Ellen Sattar in association with a group distinguished individuals concerned with education and human resource development in Bangladesh established BACE (Bangladesh Association for Community Education) in 1977 which is experimenting with alternative ways of achieving Universal Primary Education.
